Ok, so basically this came from a there was a Zoom Townhall planning commission meeting was screen recording it that was watching on Zoom and I remember one dude was like talking about how the legislature can be in the session at midnight or something so then you know I was like oh damn, you know I was. I was busy with some stuff. I wasn’t like freaked out about it, but anyway went back to it about a week later in the the video that I had the audio was gone and it was only the last like 15 minutes, even though I checked it when I had recorded I was so pissed cause I wanted to see what that was about and tell people, and it was just the last 5 eight minutes, no audio at all. Which I’ve never had a screen record recording lose audio that’s literally never happened in history of forever. luckily, thisi must have had tts on but still weird that i found it kinda… .

October 10th 2026, I was going through my notes just now what was left of em anyway, grace of God I found a transcript of a commission meeting one day I was screen recording. When it happened, I went back later in the week because I want to go through it and it was so weird the video cut all it's audio out there's no audio I checked it right after I finish recording and there was audio and it was the hour or so so. who knows

Some guy talks about the legislature convening a midnight session and taking his property, basically. Just so happened to me the day that I was doing a little piece on the California wildfires so it’s after that here they arez

*will refer to citation needed or additional notes from here on out. All of this has happened in the past week but im tired and i don’t get paid for this so for you find exact l dates and ill edit this later if I see fit brevity’s sake

It wasn’t until I heard about the Cheyenne fire station blaze this morning, January 13th, 2025 approx. 720pm(standbycheyenne) yesterday night that I decided to speak out about the events in our city.

I think it’s on everyone’s minds who knows anything about the situation in LA and its precursors that the government negligence was so outrageous it’s come across as intentional. However, at first myself along with many of you likely were more worried about the people and understandably so.

Media outrage says it all, for now let’s talk (AKA let me ask questions and maybe provoke a bit, I’ll try to poke both sides to see how they respond)

Recent points of concern and their significance in Wyoming the past week:

1.fire station fire: when you take into consideration the fact that station was going to be used in case California called for backup. seems EXTREMELY suspicious. If I was a sabatouer foreign or domestic, for the sake of argument, to me it makes sense to target infrastructure obviously but the people refuse to acknowledge questions of extent. it’s a given enemies of the state would do what EVER they can do to at the very least against US INTERESTS. We’ve seen that monetarily certain facets of our government and infrastructure can be compromised and used covertly in attempts of at the very least surveillance and presumably, strategies of war as opposed to cooperation.

2. It’s been chilly here in Wyoming lately and i need to clarify some things with people familiar with water systems in towns and cities. 3 water main breaks in Rawlins, Laramie, Lander. I feel like I remember seeing more but I could be mistaking it for the other feed videos. I don’t want to speak on that preliminarily.

4. Let me just rant for a minute as someone who has loved one’s in park county. I’m not just gonna let anyone sit here and dance around the fact Powell 9/11 services are experiencing outages across the *ENTIRE county. Lots to be looked at and the Powell memo from police office Facebook. -“We do not have an estimate on how long this will continue, and reports have been received widespread than just us.”

I really just want an explanation on its wording, I have to ask questions like.

why don’t you have a estimate?

widespread in terms of between law enforcement? Just to clarify.

detailed investigation is necessary for iron clad and preemptive public security measures to systems threats concerning public safety so. Reporters of the article “doors had been blown off,” hierachially everything needs addressed. Every aspect with priority extra attention concerning technological bottlenecks in my layman opinion.

5. *Last but not least LCSD2 district post I saw about text disclosures to parents regarding cybersecurity attacks within the week. Also a post about the superintendent forcing non disclosure agreements to protect *budget and salary misappropriation* Allegedly is 2nd highest paid super independent behind JACKSON?

Budget questions to the PEOPLE:

WHAT QUESTIONS DO WE ASK TO IDENTIFY OUR CONCERNS EFFECTIVELY:

I want to make sure the public gets hierarchical designation of preventions and causes to these incidents.

wyojournalism out!

Il keep going OK to sum it up basically there’s a flow chart that’s in the rags that it’s a typical permitting process for a flow chart for a real subdivision so if you own property, you’re gonna buy property and want to do a rule subdivision this chart shows shows you how to go through that process you basically start with a preliminary subdivision plan if it’s required through the planning department goes to the final plot through the planning department zone change if it’s required through the plane department and if there’s plane development issues, you go through that and then you go to your right away grading permit submittal and gets reviewed approved through public works and an inspection by the county and approval through the public works department and then that’s after it’s constructed obviously the public public dedicated roadway or easement would be with that right and then again for the residential subdivision and you go through a residential access permit, the developer will build the main road to the subdivision, but then you buy a lot. You wanna access the main road to get an access permit through the county public Works that gets reviewed inspected in the field and on approval through there and then you applied for your residential building permit for the actual home itself that gets through goes through the building department and then after everything is done and inspected and approved then you get your certificate of occupancy that is issued through the building Department. I don’t know are you six definitions? I’m gonna start with a so might wanna go get some. I’m just kidding. I’m not gonna get into the definitions. We all know what the definition section is before we get to public comment. I just wanna say that I wanna appreciate although it was a little bit more cumbersome process and I believe it needed to be. I do appreciate the feedback and I’ve had great discussions and I’ve and there’s probably a dozen people in here that I’ve talked to over the phone and my my request is that please come in and visit with me. You know my my office door is not only open to my staff. It’s a revolving door, but it’s open to the public and there’s the people in this audience. They come and talk to me on a periodic basis just to check in to see what’s going on. I don’t mind dude I like those conversations that lets me know what’s going on as a matter of fact with all the information that was going around on community connections I thought it pertinent and I’m not going to get into a back-and-forth with individuals online in an online format, but that being said people are awful surprised when they post that information and I sent them a text in messenger saying hey you know it is it. It isn’t the proper information please just please just read the memorandum. Please come in and visit with me, and you know they’re taking a little bit of back of the fact that the governing bodies reaching out to them because of concerns they’ve posted online well that’s a problem because that’s the way it should be so that’s kind of my philosophy moving forward and it has been for a period of time customer service and I’m not gonna sit here to my own horn, but you get customer service champions awards in Laramie County in community hero awards and that was for a marathon thing. I’m no hero but but you get those awards by going out of your way. I didn’t know anything about snow fences and I had a lady call me that lived over off West college in her driveway. You know she couldn’t get around. She was widowed. She didn’t know how to keep the snow out of her driveway so I happen to have a dad that used to design living snow fences right so I went and talk to my dad. Well we got a snow fence install. I learned that it’s a 30 to 1 ratio so if you’ve got a 4 foot tall snow fence you’re good you need to put it back 120 feet from where you need to keep your snow away from I learn a lot and I’ve done that over the years and that’s why I can sit here and have generally an educated discuss regarding anything when you put in that much time you can’t help but get exposed to pretty much everything in every agency and everything every potential eventuality not all I’m still learning just like everybody else’s, but I feel comfortable and that we wrote this regulation for the people for pennies on the dollar and I could’ve sat here and held the hand of a local or not or any type of a firm that would put their RFP out and I would have to hold their hand anyway to get it fixed and I might get something that’s mortal along the lines a letter County then Laramie County so don’t tell him I know more along the lines of where I know I know she’s greedy she knows, but I’m just kidding, but that’s that was the angle we came in this from there was no there was no content under any circumstance try to overregulate. I think you know recently we’ve had discussions as a nation as a community that we want more freedom we want to there’s gonna be opportunities hopefully coming in the short term hopefully the past few years financially will start to subside and will start to make the comeback. I hope we do, but that entails changing regulations and making them more streamline, facilitating, small business facilitating development responsibly, which is what we’re here trying to do at the end of the day so again I do want to thank everybody for being here. It’s been a long long few weeks, but I think that we’re here for the right reasons and his righteous cause so thank you Molly thank you scott and I want to thank my staff. I wanna thank the commissioners for being here. I wanna thank Chris and Jen with the MPO and most importantly you because it’s so important to be involved and and I think we were on a path to start doing some really special things here in Leme County I know that with the previous elections everybody wants to talk about deregulating cutting cutting American energy loose cutting free enterprise private enterprise loose but we do it responsibly and we don’t need anybody to watch out for Laramie County. We can do that on our own thank you and have a great evening and we’ll open it up to questions. Yes and I would ask that you come to the podium please and again if if you don’t like getting up and talking my office is right across the street. Feel free to stop by at your convenience and I’ll make time for you. My name is Shawna Barnett and I would like to know about if there’s still small business restrictions in the proposal, if any changes have baked to those such as one home occupation allowed per dwelling unit and the hours between 7 to 7 and 7 AM to 7 PM when customers are allowed and prohibited prohibiting signage is really important so that’s another thing so we do allow signage but home occupations are generally meant to be by appointment or online sales or by retail. We want to maintain the character of your neighborhood with that being said, I had mentioned that for those businesses that are already in operation in Maynard may not have received the previous approval. We’re not gonna come shut you down, but if you’re impacting your neighbors, then we might mitigate that with regard to the the one home occupation or the 7 to 7 and I would go one further because there was an annual renewal that was included in those provisions that wasn’t my vote, but this was a Democratic process and there were other people at the table and I won’t throw them under the bus because I was the only one but I was good and they had the logical reasoning, which is why it was incorporate generally wanna operate a business during general business hours if you’re in a subdivision, this is all subject to change. These are the comments were here to get Nana. I’m OK with in my vote. Wasn’t for annual renewals. My vote was for no annual renewals. We get the initial permit and then if we get a complaint subsequent to that then we go double check with you and so in my mind that’s going to be the end final outcome of the regulations without those restrictions I don’t really care if you have an appointment with someone at 2 AM I don’t know what’s going on but I don’t care and I don’t have a way to enforce it again we come back to the fact, can I enforce this regulation why I have it in there in the first place if I can’t so my guess is in life serve substantial pushback about from residence saying we need these hours of operation restricted or something like that maybe we revisit the discussion for our intense and purposes of the discussion today I think it’s going to be gone and also along with small business is the conditional uses since it’s going to be LU and it’s going to be gone and you know breaking down her acreage is it going to be for each business just situational based on what I’m here to apply for my permits for my business depending on each situation with residence each cases unique, right each circumstances different there’s different variables to take into consideration with each one so I’m gonna say the chart you can’t have a kennel you can’t do this. Those things are probably residential zone dis you can apply for anything that being said when you come in and you say yeah I’m doing the dog kennel with you know Ozzie‘s whatever it may be I’m gonna have 20 dogs in there. We might say it’s a type B conditional use permit cause we all know what there’s some noise that comes out of those dog council. Maybe we have to have a discussion you know what I mean, but it’s on a case by a case of your percentage your home that you use or I can so right now it says 20% so so what I said and you know we have a couple people say 49% of the problem that we run into is it what happens when it turns into 51% right then it’s then the primary uses a business so maybe we need to look at a little different make a public comment please because we don’t that’s that’s another regulation that I’m not gonna come knock on your door and say hey I need I got my tape measure here in my walk and wheel. We need to figure some stuff out real quick right you know so the first thing I didn’t say is like thank you I attended a meeting with you and Mr. Hamilton here and I appreciate it that you guys were open to things that we had to say like it was myself and several people out from you know Eastern County that came to the meeting and the first thing I gotta say thank you for scrapping the RR because that was crazy and I think that’s why you know. I apologize if you guys have been getting you know send me some mean words or some mean comments and stuff but I gotta say that initial proposal I know it was just a draft but it was crazy like the RR is so restrictive like it makes no sense so I wanted to say thank you for listening on that point especially but I think we’re missing the mark a little bit here because you’re talking about these conditional use permits where you can apply for anything and I know that you guys are good people and you know you’re gonna say yes if it’s a reasonable proposal but who’s saying in the future somebody else doesn’t doesn’t get into your positions 20 years from now and it’s gonna be denying everything that they don’t like the sound of this so so what I’m saying is like in the beginning everybody’s like oh yeah you know Laramie County is not looking to create an HOA and that’s obviously that’s not the government‘s job but what I’m saying is the initial proposal and some of what’s in the revised proposal could be affecting people’s lives the way than an HOA would so it’s not that it’s not that people are accusing you guys of creating a county wide HOA. They’re saying that a lot of the downsides of an HOA could fall on the shoulders of business owners and stuff so I just wanted to say that personally I don’t like the idea of these traditional use permits. I would much prefer the initial document the LU at the bottom it has the criteria that you mentioned you know you feed lots you know adult entertainment these types of things just add to that criteria. I know there is a huge fit with the gravel quarry out. You know what the town so just add add more stuff to that list say like anything that’s gonna poison the ground water you know pressure treating wood cement plant stuff like stuff like that just add that to the criteria of stuff that’s not allowed instead of saying hey you have to ask permission for anything that you wanna do to see it’s it’s still you’re still taking away peoples land usage rights because I know that you guys are gonna approve stuff but I’m saying in the future that might not be the case so I wanted to give you a little constructive criticism and is it cool if I give you a couple more things to think about you OK so I’m not not trying to take all the time here but so with the with the 80 use only being allowed on 10 1/2 acres plus I think that that is kind of an arbitrary number and here’s why because the aquifer well first of all there’s multiple aquifer under the county you have the Ogallalah out east and the saturated thickness changes a ton from parcel to parcel just using mine as an example, my well has been in place since 1980 and the water level has gone up 5 feet so what I would suggest instead of having a blanket it has to be 10 1/2 acres if you can prove a my well can support an ADU and it’s not gonna be a problem my properties big enough for an additional Leitchfield for my septic who cares like to me this seems unnecessarily restrictive. You know what I mean like if I if I’m not gonna be able to afford to put my folks in an old folks on one day, I’d much rather just live in a little cabin on my property so I feel like that issue can be gotten rid of. I don’t think that that should be in place OK so the hot thing real residential I get it that’s all I have for you but I feel like you know if if you’re gonna say like blanket OK you’re giving conditional uses for businesses but then you have a blanket rule on 80 use that’s contradictory it should be case by case basis across the board and then it should minimize reducing in individual land used rights. That’s my opinion on the matter like if if it’s not poisoning the ground water if it’s not coding your neighbor neighbor‘s property and something toxic who cares could you go with that in the public comment for we do look at those in my office is always open so we could sit and visit but put it in there and I gotta sit with people like this to figure out how it’s gonna work right sure how we can do it and I’m happy we can meet in the middle at all like I said it’s kind of a blunt instrument the AMX memo because we have so much acreage and it’s kinda hard to look at this one needs to be this way. This one needs to be this way so it’s kinda hard to regulate from that manner, but we found solutions before let’s see if we can’t find some common ground on that front as well cool thank you thank you 3 Story Blvd. now which used to be um for the state from us and a midnight session on my head and we talk about everybody’s vision, but it seems like my vision get thrown out in the trash and you talk about taking care of neighbors when they build when they built that subdivision right next to me they didn’t care about my personal rights we had to main flood in Cheyenne. I think it was 84 runner 985 after they built that division I had 400 year pipe floods on my property in one season we complained about it all too bad. The plant that they designed for that was was changed before even dried on it and they decided to run all that water onto my property didn’t care what I thought. I got a lawn chemicals and too, and I have pictures of all of it and engineers came out right too bad sorry we’re glad we’re not you HOA so I’m sorry it’s not us state engineer the same thing sorry I mean where where was their concern about my rights. Zero none not from any level of city county or state that has been an ongoing issue of canny study they did on that which I have I actually have a copy of did not include any of the rules of houses, but it was rubber stamped. It was designed for 174 homes there is 27 not a single one with code measured out and find out and that would be within the city doesn’t care yeah I know I’m aware that that has been going on, but I think the latest on that front is there putting a detention pond there in the southwest corner of story and in college to help medicate cared about this is an opportunity to bring all of those county commissioners right I’ ve never one and anytime I’ve ever been in a meeting ever voted with the citizens of this county every single time with the developers and contractors every single time if you go across my street, you go across college college. Damn, we call it now because it used to be dirt and it was called diamond and there’s a place called Garner construction OK the county commission approve that I guess it’s not even big enough a big enough property for commercial property and immediately started dropping, which is a commercial well we didn’t tell the state that I don’t know out there. I got number one OK nobody asked me it’s like hey don’t care about him yeah and I said all right every time and then you wanna tell me what I can build on my property will resist I guarantee I’ll resist so I guess what I’m saying is there is definitely an opportunity because we’re revamping that we love to sit down with the three of us and we can look through what’s drafted and how how we can look at some ideas at all about how we can take some of those things into account further background Marine Corps 17 years old 14 months in Vietnam come back here to get a little peace and quiet I can’t get it. The county won’t let me have it. They take it away from me. Every chance I get and I’m really mad. Yeah I’m mad to be score down with the developers contractors in rough shot over the whole county and create floods and flood people out and then they sorry about that too bad I appreciate you being here. I think there’s an opportunity that I’d like to. I don’t know unfortunately we have overlapping juries. We had a subdivision that was approved under city jurisdiction, and they didn’t accommodate for downward flow so we’ve been having to deal with multiple jurisdictions multiple different people trying to get this figured out for a number of years and it really shouldn’t be that cumbersome, but but the county and city are aware of it and unfortunately they’re already are you know codified restrictions on the use what we’re trying to do is make it easier and again at the end of the day we didn’t win that one we had overlapping your stations and that and that’s really too bad and I’m sorry for that and I know right run the stuff over there. Nobody check nobody. I called his only commission up to come up and look at it. He drove by I wouldn’t have a problem, but if I did the same thing, they’d be all over me so will take a look again my office come visit with me and we can discuss Mr. Garland but you know Mr. Garland has private matters too I don’t wanna get into his but there’s a lot going on there and he does have an approved site plan, but it was just gonna be a construction office with some outdoor storage or some hiccups along the way so he isn’t into that. He isn’t even into the construction process so that’s not the end the end goal and who knows what’s gonna come to fruition but unfortunately this point in time that the construction is not gonna take place that is approved for but again, let’s continue discussion. We just keep getting ignored every time I hear you and thank you for coming and sharing. I’d like to work through that. See if there’s things that we can take from your experience and work into this document I got a mass property you know and you know everybody just says too bad we’re sorry I live up over the hill. I go down Bray Hill pick up my boy at Thomas every day so I’m I’m familiar with the area that’s kind of again. I’m happy to visit often were talking about making a flip plan. It never been feed him. I’m not allowed to turn into flood plane because of a mistake. They may work in like I mentioned, there’s a lot of flood places that our flood Line and vice versa so it gets problematic but again let’s let’s keep talking and we’re here to work in good faith with you yes sir, I would just have one thing to add that we did the drainage requirements because of some issues we seen have you been over there and stuff around the driveways and all the stuff that they put in, I know Rod stamp size his yard I know your neighbor really well. I’d like to talk with you off-line and we can work through some of the adjustments we’ve made with with your lessons and then also the lessons that we’ve seen the last couple years too thank you so much thank you so much. What is 3246 Raleigh Rd. I have some questions about you changed our zoning to RRL and which is I guess is residential rural land and I’m trying to figure out what in the hell does that mean? Good question rule residential legacy so we had I had mentioned all these subdivisions that were Platt and you know decades of decades ago that were 1 acre 2 acre lots well our current regulation is 5.25 acres so we have rural residential well we had to find I don’t wanna create a legal lot on an illegal lot right off the bat so we created the rule residential legacy district which allowed you to be a legal lot under and have a lot of the same uses. Is the rural resident of exactly same as the real residential but just because of your loss size it was called residential legacy again it’s going away you’re going to be in the land zone district meaning meaning you can apply for any use you would like next question I have is it I’ve read that letter that went out that you talked about and what are the things that has disturbed me is the idea that the county can come in and supersede covenants and enforce more if the covenants of a piece of property is there they can do for more stringent requirements upon those that line is that true or not so I have never ran into any covenant where our land use regulations and I’ve had multiple discussions with HOA representatives in the recent weeks the restrictive covenant and I mean restrictive protective covenant I don’t know call restricted for some reason covenant we can’t even leave your light on at night. You can’t leave your front porch light on right so they are very very strange. What we’re doing is for those subdivisions that are unable to enforce. Their covenants is putting some higher guardrail. OK you can do some of those things. There is a caveat to this because it could go south you could have someone in your subdivision and maybe there’s multiple violations everybody’s got junk cars over the years or they’re running a business this that the other anything of a violation well, you could get someone theoretically someday that has deep pockets that moves into your subdivision and guess what if you’ve got deep enough pockets, you can go shut everything down and you’re not being arbitrary capricious so that would be if if they are enforcing covenant again the county won’t be a part we could theoretically approve a business and then a man comes in man or woman comes in with the pockets I said I want my subdivision cleaned up and I’m gonna pay to get all these people into court and make them think the issue it could go south in the county can do nothing about it again. The covenants are a greater restriction earlier. This time went over here made a comment went through you mention nothing about legal action. You mentioned well if my neighbor does this, then I’m gonna put up my speaker and you know play Toby Keith or whatever and instead of doing that once again, there is that legal option that once again you never mentioned but I would have to enforce it against everybody. Who’s in violation you’re absolutely correct yes, sir you are absolutely correct. Thank you thank you good evening REDACTAMUNDO . the question I have is regarding land use and the used zone there’s a height restriction of 40 feet. I’d like to understand that height restriction of 40 feet that was that was added and then the other thing I was curious about was the permitting requirements for 200 square-foot building big concerns I have is for agriculture especially 40 foot is gonna be a big problem for most egg and to have require a permit for every ag building. That’s 200 feet that’s gonna be a problem as well. Great question so we do have exemptions for uses for permits your exam for permit just state you basically state that you need the agricultural exempt requirement, which means that you’re outside of a plaid subdivision if you’re inside of a plaid subdivision, you cannot claim agricultural exempt for property taxes nor building codes so if you’re outside the plastic subdivision, yeah you can give us the exemption run with it that 200 ft.² minimum anything over 200 ft.² is directly out of the building code adoption that being said again we’re here to try to help previously even if you did those 200 square-foot buildings and this is historically been the case you would have to get an engineering stamp a lot of the Quad or the Connex is the hut the carports things along those lines. We have a lot of wind here right we got snow loads things along those lines we need to take it into consideration right now under the permitting process on most of those applications you have to go get Wyoming licensed engineer to stamp those plans. Those can cost anywhere from five to $700 so I’ve directed my chief building official we’ve already had the pole barn guide so if you don’t want to get engineered plans to build.

Turn off what’s going on what’s changed so I really wanted to get through these. I didn’t wanna waste all of our time and resources updating something that might change next week based off of these meetings so you can look I’m gonna start getting rid of the RRL the role residential zoning designations this coming week and will start revamp the regulation. It’s quite a substantive change so it’s gonna take a little while but as soon as we get everything cleaned up and all the formatting correct then we’ll push out kind of the final version of the document we wanted that we wanna put out and then that will start the step the notice of intent to go through the public commentary where you talk to the clerks, you can send public comment to the clerks to the planning office things along those lines at which point in time, though we’ll get a new map Delineating everything is LU zone district I’m sorry I really do apologize for the slow map that was on there I took the link down because I couldn’t even get it to open. I reached out to our GIS tech and she said hers was gone slow to my apologies. It was just a software issue that we couldn’t rectify. I can’t believe you went through that whole regulation, but Thank you wanting to make sure that if I’m gonna make a proposal or make a change or something that I know what I’m talking about going off of that. Is there a way for you to update at least to what the current changes are before that estimated final document gets put out and the reason for it is because there’s gonna be a lot of confusion. there’s a lot of confusion now I didn’t even realize that the real residential zoning it changed. I’m going off of what I read about a week and a half OK I don’t know what the current changes right now so I don’t know how to Comment so I can get an updated map by Friday for sure that at least shows that but I can put what I how about this I’ll put in. I’ll put out there fact sheet just what the items we’ve discussed to say. Hey these are the items that are currently being incorporated into the regulation based off of public feedback. Have that is kind of a guidance stock while we go through the remainder the 300 pages and clean it up to get rid of those real residential areas and stuff but we can get a map by Friday. It just takes a little time even another For the initial initial one and then this is the current memo on what the changes are to the initial proposal at least that would give us a better understanding of what the changes are. The other thing is is that I think the biggest kickback that you got was because of the land used for each individual person not so much for commercial not so much for the build there’s not so much for the roadway, construction or anything like that, but the biggest concerns were that you know I own property north of town And I understand you’re wanting to save the water in the hot water and all that stuff like that, but you’re putting a lot of conditional use restrictions on our property and you’re saying that you can do whatever you want however you have to apply so you have to ask Mohamed go go ask mom and dad can I do this can I do this? Can I do this well unfortunately what that brings to most of us here is more applications more permit applications, more fees, potentially more fines more stuff like that so that’s a big issue so there’s already a nuisance party in there. Why not act like he’s like a gentleman before why not add those things to the nuisance Title so that you can go in and say look this is a nuisance we can enforce this because of this rather than saying, we need to apply need to apply for example, if I wanna run a business out of my house and I have a family of 46 and I wanna have four businesses out of my house now I have to have another permit now I have to pay more fees on top of my application to get my Business license which is already in place with a walker and everything the 2 1/2 acres is kind of a I’m guessing just a guest on what’s out there my house I don’t have an accessory building. I don’t have an accessory living area however if I wanted to build one, I don’t like qualify because I have about 9 to 10 acres not the tenant half acres but yet around me over the last few years I’ve had oil drilling oil, drilling oil, drilling racking and they’re not and they’re definitely using more water than I use so there’s there’s gotta be some research into how are we gonna control that and controlling the Aquapher level with the millions of gallons that are being used for that versus what I’m using to report in and I appreciate you reading the regulations that’s actually amazing but so actually we have no jurisdiction over the waters themselves. That’s the state engineers office. You probably know you have to get your permitting and things with them along those lines. I spoke with the state engineer a few months ago and I talked to him about the AMEX memo and he says yes that is absolutely the best available data we have to subscribe and now you talk about the oil rack, the fracking and all that stuff and I was really heavy into that back in the early 2010 when the boom was going on I was dealing we actually work with Samson energy to get iron Mountain rebuilt, you know when they came in and widen that out that was actually the oil and gas companies working in good faith with us. We got about 3 million from him to make sure that was a safe project. I was working in good faith, oil and gas has free rain in Wyoming right they don’t have to get permits for us generally But what happened in another reason why the aqua are generally tending to recover now is that the state engineer actually started metering some of those wells so they started seeing how much some of these wells were probably some of them 900 gallons of it you know a lot of water, but they started metering those now they could sell their allocated water to the oil companies to use for frag, but they only got allocate so those things replace I get it so it’s a blunt instrument again. I don’t wanna be the one 30 years from now when I when I move on, they bury me in the dirt that screwed up the Laramie County water system right so I’m just trying that water. Is it something you wanna you know kind of just be willingly with and I get it so let’s continue to discuss if we could maybe get some more studies I’ve been approached by the same the same company and they said hey we can we can come map your aquifer cause all those aquifers are an underwater river right their channel so if you’re on the periphery of that aquifer, you’re gonna have water problems before you the people that are right center in the aquifer if you drove the bottom of the resource, right so they said we can go map please great how much that’s gonna cost 250,000 the township can’t do it right now. They still standby the concept of the AMEX memo standby if we can find flexibility if even if it’s may be a half, maybe not a full house or something like it we want you to be able to take care of your mom too we just gotta figure out a way to do it where it works with everything else, but I understand. It’s kind of an apples and just thing it makes sense though That was my big suggestion on looking at you rather than putting more restrictions and requiring us to apply for more and more and more permit pay more and more fees. Some of those of those things are already in place like for example like I said under the new occupation or right now we just wanna make sure that we have eyes on we know that your meeting those require your certified their meeting and then have fun run with it, but like I said, though these current existing regulations already require, it are way more con them for small businesses so at the end of the day we just wanted to make sure everybody could keep operating and we make it the process, streamline and efficient for everybody. Specially small businesses moving forward, but you know there is there is no Perfect limit. We all expect permitting for Microsoft right and it’s all scalable. We just wanna make and do the whole occupation and make the comment do do we really care if there’s four in there doesn’t matter if you’re outside looking in right so make the comment thanks thank you my name is Keith. I live off of . I like to revisit a little bit, what you said it’s gonna happen with that road with you know cowboy solar coming in there and you know the county 12 million my question to use why does it require a project like that For the county to fix the road when it’s been like that for? I’ve been out there for 26 years why does it require something like that up for you guys and I know you have the fund you got three years of surplus funds plus she just bought a building downtown for $8 million but you can’t fix the road that’s been like that for years and years and you make a good point that roads about 70 years old. It was built about 1950 and it’s anywhere from 2 to 4 inches thick and it’s a hodgepodge and it’s been through the spring. What happens as we have the rolling gas boom with all the takers and then when you have topography like that, we have this thing called the free star cycle That happens in the spring that ground freeze the stars freeze stars and when they go down to the bottom of the hill, that gravity hammers, but I have no idea for the life of me why that world was ever paid to quadruple the amount of traffic with the tracking that’s going on to the east with the truckers Well I understand that but it’s ridiculous that it’s taking a solar project to get that route fixed when you guys have the funds I’ve had the funds to do it and that’s pretty concerning. You know along with all this other stuff that you want required from you know the residence of the county Start doing but you can’t fix your roads that’s pretty concerning. I appreciate you coming in sharing your feedback I love to give you a card tonight. I’d love to sit down and talk with you about some of the things we’re trying to do the adjustments that public works is currently working on or are slow. I’m gonna be honest with you because we have 250 miles of current centerline miles and 1200 miles of current centerline gravel miles and you guys live out there and seeing all of the things Some of those gravel roads at some point should’ve been paid but you know there’s enough traffic on them at this day at this time so we’re trying to look at all of those things from a big picture and and work through a data driven decision so that we can figure out where it’s gonna be the best use of taxpayer dollars so I’d love to give you a card and then we can set up a meeting and talk through that stuff and I can give you some more information. My next question you mentioned the noise pollution for other neighbors Approximately five years ago there was a I believe it’s a gas pumping station that was built just to the south of me towards the state line now at night I get to walk outside my door and listen to the humming noise. The sound pollution that is coming from that place. None of the people that live around me or myself were even notified that this place is gonna be put in but now we got traffic. I got people coming down around. It is a dead end my road looking for this place to get to know all the workers and everybody else it goes into. Yeah that’s a big noise pollution that takes away from my in again we can’t we can’t do anything about the pro that’s Wyoming oil and gas commission that being said we do have at least I assume we still do but we have relationships with some of those operators whether it be EOG resources which is probably what’s impacting you the most that’s where that compressor station is that’s their baby so that service is the I believe and that’s not the one walking so the app no, we can’t. That’s why we had no ability to do that. We did have the good faith working relationships. It depends on the price per barrel will come and fix stuff for you and help out the residence but they have and we could continue the discussion but there’s and there’s no noise attenuation ordinance and Leme County either you know you can you can go fire your way you can go shoot your gun shoot the trap shoot ski go shoot your 300 win mag if you live in a rural subdivision it says you can in your covenant as there is nothing and Leme County land regulation says you can’t go shooting so if it comes back to societal if you’re on 2 1/2 acres or 5 acres yeah you’re not out there with a 308 not out there with your AR popping off at six because it’s just common sense not safe for people but when we don’t have noise regulations, we don’t have those type of regulation. We didn’t have a whole lot we could do except work in good faith with those operators thank you thank you sir. My name is Dan house. I live over by Hillsdale and I can touch what he was talking about there there sound walls and things you can put around those pump stations they just choose not to because they cost money. Lord knows little coming making any money right now right so that’s something that could be done. Take care of your neighbor as you were talking about the oil is kind of its own baby, but you go to faith that we talk to the state. You see those a lot down in my Colorado, where they have those sound barriers whilxe they’re in drilling stages things along those lines, but I’m sorry I interrupted you. We can work you know. Let us have a discussion. Tell us where it’s at we can talk the same thing with his road. They’re talking about the roads act that way forever as far as I know and I’ve been here for a lot of years more years or so we can have some of the same problems and you know to love, decides to build a subdivision over around us and we have Asphalt all of a sudden only up to where the subdivisions are going so that and then he gets, he gets the county or whoever somebody in his back pocket or some cash or take or something he gets money or he gets all the road based off of 215 and he put it up with his little subdivision cause that would cost him money to do that and that was part of the deal when he built that little subdivision that he had to put in there, but yet he got the county here whoever you give them all that road base for nothing and then you go up and the road like say 214 or 142 and then Got a couple nice cars. You know I pull over for people cause I don’t want those two cars getting rock chips and things like that you know over here you know in the same thing building little subdivisions all sudden now I’m an ad now these little 5 acre house is popping up all around me. I’m waiting for the south side of that and gonna put houses all over there and all of a sudden it’s kinda like moving next to the big farmer. We got this piece of land. We don’t like to smell them pigs so they raise and tell me I can’t have pigs or can’t have cattle cow get out get out all kind of get out. I have a friend that recently had his dog shot and I told him to keep your dogs you’ll train your dogs one thing long story short he was upset about this, but you were all about loose chasing somebody’s cats. That’s what happens out in the country man you know what if you don’t get your dog and if it’s scenario or whatever and it’s straight from where supposed to be in this Chase stock Oops sorry right now all these houses that love you are pretty Shawty house. I would understand talking to people and having all kinds of problems with them and there’s no warranty there’s nobody will come fix them. You know he promised a lot of stuff so all these five subdivisions around me and all of a sudden I’m getting squeezed I go back to my grandparents farm is it’s tough. I don’t like seeing it either but there’s not a whole lot we can do other than make sure it’s a done response but I know that’s not an answer you wanna hear but you know we’ve all we’ve all kind of dealt with that and you know we can we certainly work with with Mr. love if there’s things like that, but yeah if you’re an existing business in operation it does that work we’re gonna work with you, especially if your that’s one thing I didn’t neglect to mention you can run steers and safe at the Safeway parking lot on South Greeley for all week here as long as it’s done humanely and you don’t constitute a nuisance by not hauling off your manure you can you can have a Clydesdale in Orchard Valley for all we care as long as you as long as you’re not messed with it so we are pro life stock pro egg don’t let don’t let that nothing change from here to the new regulation, but yeah, I think we need to have a discussion about the specifics of that I Don’t That’s what’s happening. You’re getting all these little ranches around and you know like I said my buddy there you know I told him what’s happening, but yeah you don’t hate the shooting range. You don’t have a shooting range on my property. I like to shoot a lot you know well it’s private but once we get into commercial shooting ranges then that’s when you’re open to the public they can come in and shoot that’s fine if you’re on those people in that 5 acre subdivision can fire their weapons unless they wanna enforce the covenants right we’re good. I’m just trying to understand all that stuff and like I said on the road, I was talking about All that I can’t remember. You know who it is lives out of town that was in charge of whatever he told me roads run down my road. I drive my Corvette a nice ass, but I can’t do that. Tough love bills you know it takes to make so much of money in there in one spot that he goes down a little bit further, he’s doing another one give him an asshole, and I’ll give you a card. I’d like to chat with you a little bit more of the situation that we’re trying to take into account as we work through these new regulations in the front of my property have an asphalt road. It’s about 350 average daily traffic is when that kicks in the asphalt pavement but here’s what I do wanna do because we’re getting more towards 8 o’clock than the 7 o’clock hour so I think I’m gonna cut this staff loose and anybody else who wants to take her out if you’re in line, I’m gonna be right here, I’m a visit with you here in a second OK but for everybody else who wants to get home and get some dinner might be a little hungry right now angry And angry. Whatever again we’re here to look out for our community so it works for us long-term again everything‘s scalable we just wanna look out for your neighbors you know no matter what it is, but that’ll be said. I appreciate you guys coming in today. I think that we’ve gotten a lot of the feedback that we needed to incorporate so that we can all well this thing and we can all agree to have moving forward, but I appreciate you and I hope you have a great night and thank you just

end script. Pretty prettywild wild. I’m using text to speech, right I remember he was talking about FEMA guidelines for flood planes or something and how he had to jump through these hoops because if he did, they would lower the insurance for the properties and I asked what those were and they never answered me I was just sitting there in the zoom chat like an idiot. As to what happened to the video I don’t necessarily think it’s that commission probably like the legislature that convinced a midnight session to literally fuck someone’s home up. But it could be the commission, especially considering their NDA with Microsoft that I found out about much later anyways.
